Can I USE my house to get Secured Personal Loan ?

I have a mortgage on my house but have NOT been able to get a HELOC from anyone.
they all want to refi first mortgage but wont give 2nd loan/heloc
I ONLY need 9,000 dollars. (had accident last year, lost my grandmother, aunt and had surgery and emergency car/house repairs - so thats my hard luck story)
Just a short term loan for immediate bills.
Im soooo desperate right now that loan sharks seriously sound good.
i dont give a crap about interest rate.
ANyway how easy would it be to get a secured loan using my house with a bank ?
My first loan is 336,000 but I have at least 160,000 in pure equity.
Do not give me ANY links to sites.
Just need advice on approaching banks (im in pennsylvania)

what would you do in our shoes?

Secured Personal Loans
Ok you know the whole story, now we decided to buy the nj condo all cash. we have 188k in cash and 220k in rs. i wanted to put 65000 in a secure personal loan so we canstil have the cash in a few years, but the min intrest was too high, but if we pay cash we will have to places worth about 400k with no loans to pay, but that would leave us with 45k in a ira and just 60k in cash. what would you we got the seller to lower is price by 5k. do we go for a loan from a mortage broker so we have 65k more in cash free or do we just pay all cash for the nj condo.
